4 MENPAN : Pendaftaran CPNS 2014 dibuka bulan JULI

Pendaftaran CPNS 2014 dibuka bulan JULI - Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi (Menpan-RB) Azwar Abubakar meminta para peserta tes CPNS 2013 yang tidak diterima untuk kembali mempersiapkan diri mengikuti tes serupa tahun ini. Direncanakan tes akan dilangsungkan Juni atau Juli 2014, sehingga masih ada waktu sekitar empat bulan untuk belajar lagi.

Adapun untuk tenaga honorer kategori dua (K2) yang tidak memenuhi passing grade, pemda diminta untuk bijak dalam memperlakukan mereka. “Yang pasti, sudah tidak ada lagi yang namanya tenaga honorer. Kalau pemerintah daerah masih membutuhkan tenaganya, sebaiknya diikat dalam bentuk kontrak,” ujarnnya dalam keterangan persnya, Sabtu (11/1).

Dia pun mengajak pemda agar membantu para pemuda yang akan mengikuti seleksi CPNS dengan mengkoordinir bimbingan belajar. 

Hal itu perlu dilakukan untuk meningkatkan kemampuan para pemuda dalam mengerjakan soal-soal tes CPNS, sehingga bisa bersaing dengan peserta dari luar daerah. “Kalau kita kalah bersaing dengan peserta dari luar daerah, maka kapasitasnya harus ditingkatkan lagi, bukan systemnya yang diubah,” ujarnya.

Seleksi CPNS tahun 2013 dilaksaksanakan yang bersih, obyektif, transparan, adil, bebas dari KKN, merupakan reformasi birokrasi yang harus didukung oleh semua pihak. Dengan cara itu, Negara mendapatkan banyak keuntungan.

Pertama, Negara akan mendapatkan CPNS dari pemuda-pemudi terbaik bangsa, melalui cara-cara yang fair. 

Tidak ada titip menitip, tidak ada KKN. Semua elemen masyarakat mendapat kesempatan sama, sehingga yang menjadi PNS bukan lagi anak atau saudara pejabat. “Anak petani, anak tukang bangunan dan lain-lain, mendapat kesempatan yang sama,” tambahnya.

Selain itu, negara juga akan meraih kembali kepercayaan public, khususnya dari kalangan pemuda. Mereka tidak lagi berpikir bahwa asal mempunyai uang bisa nyogok untuk jadi PNS, tetapi kalau mau lulus menjadi CPNS harus belajar.

MENPAN : Kuota CPNS Tahun 2014 Di Tambah - Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi (PAN-RB) Azwar Abubakar menginstruksikan supaya kuota CPNS 2014 lebih besar dibanding periode 2013. Alasannya adalah banyak kuota CPNS baru 2013 yang tidak terisi.

Kepala Biro Hukum, Komunikasi, dan Informasi Publik (KIP) Kemen PAN-RB Herman Suryatman mengatakan, kuota rekrutmen CPNS 2013 ditetapkan sekitar 65 ribu. "Setelah seluruh tahap seleksi dilaksanakan, ternyata tidak seluruh kuota itu terisi," kata pejabat hasil lelang jabatan itu kemarin.

Herman mengatakan bahwa instruksi dari Menteri PAN-RB sudah jelas, yakni meluncurkan kuota CPNS yang tidak terserap tahun lalu ke seleksi CPNS 2014 ini. Dari total kuota CPNS 2013 sebanyak 65 ribu, hanya terisi sejumlah 58.796 kursi saja.

Sehingga masih ada kursi sisa sebanyak 6.200-an kuota. Dengan asumsi kuota CPNS baru tahun depan tetap 65 ribu dan mendapatkan tambahan 6.200 kursi dari luncuran periode 2013, berarti kuota totalnya mencapai 71.200 kursi.

Meskipun begitu mantan kepala Dinas Kebudayaan, Pariwisata, dan Olahraga Kabupaten Sumedang itu menegaskan, jumlah kuota CPNS 2014 secara pasti sampai sekarang belum ditetapkan.

Dia menegaskan bahwa penetapan jumlah kuota itu disesuaikan dengan kebutuhan formasi CPNS baru di instansi pusat maupun daerah. Selain itu penetapan kuota CPNS baru tahun ini juga mempertimbangkan kesehatan fiskan negara.

Herman menjelaskan secara umum sistem seleksi CPNS 2013 sudah berjalan dengan baik. Sehingga tidak ada perubahan drastis mulai dari alur usulan formasi hingga pelaksanaan ujian.

Seperti instansi yang mengajukan formasi CPNS baru, wajib menyampaikan hasil analisis jabatan (anjab) dan analisis beban kerja (ABK). Melalui dua dokumen itu panitia pelaksana nasional (panselnas) seleksi CPNS 2014 bisa mengetahui persis kebutuhan pegawai di masing-masing instansi.

Menurut Herman proses teknis rekrutmen CPNS 2014 bakal mulai dijalankan Maret mendatang. Diantaranya adalah mulai membuka usulan formasi dari instansi pusat maupun daerah. Dia juga menuturkan tes CPNS 2014 ini fokus diisi oleh pelamar umum. Belum ada rencana untuk diperebutkan juga oleh pelamar dari tenaga honorer. (wan)

Saat ini sudah mulai dilaksanakan verifikasi calon peserta sertifikasi guru tahun 2014 oleh Badan Pengembangan Sumber Daya Manusia Pendidikan dan Penjaminan Mutu Pendidikan (BPSDMP dan PMP). 

Mereka yang terjaring dapat mengikuti PLPG. Tahapannya dimulai dengan verifikasi data selanjutnya dilaksanakan persiapan dan pelaksanaan UKG bagi calon baru, lalu evaluasi calon tidak lulus PLPG 2013. Terakhir penetapan peserta sertifikasi guru tahun 2014. Guru yang mengikuti UKG 2013 dan belum terdaftar sebagai peserta sertifikasi 2013 mencapai 380.944 orang.
